Minimum qualifications for the alcohol and other drug (AOD) workforce in Australia have gained particular momentum in recent years. While it is acknowledged that there is an extensive depth of knowledge and skills within the Australian AOD workforce, the recent move towards the introduction of minimum qualification strategies highlights the need for AOD workers to have accredited credentials specific to their field. That is, that there be a consistent approach to learning and skills development based on nationally recognised standards. In line with this, the ACT has recently sought to implement a Minimum Qualification Strategy for workers in AOD services funded by ACT Health.
In October 2008, ACT Health contracted the ACT AOD Sector Project, which is auspiced by the Youth Coalition of the ACT, to administer funding to support the ACT AOD Minimum Qualification Strategy in Semester 1, 2009.
Following this, additional funding was sought to support the on-going implementation of the ACT AOD Minimum Qualification Strategy, allowing workers to engage in relevant training and assessment opportunities.
An information pack has been developed for AOD workers by the ACT AOD Sector Project, to provide information about the Minimum Qualification Strategy, who it applies to, and support that is available to enable workers to achieve the requirements. Due to the changes in the new Community Services Training Package, in 2010 the ACT AOD minimum qualification will change. Therefore:
This will ensure all workers and agencies are provided with an opportunity to complete the current minimum qualification prior to the new one being introduced.
The ACT AOD Minimum Qualification Strategy Development and Implementation Committee supports the ACT AOD Sector Project's decision-making regarding the ACT AOD Minimum Qualification Strategy Project, such as overseeing the allocation of plcaes, ensuring equity and transparency is maintained and progressing the development of sector wide policy regarding the ACT AOD Minimum Qualification Strategy. Membership is open to interested individuals in ACT AOD services funded by ACT Health. The Committee meets at least 3 times per year, and holds additional meeting on a needs basis. Due to changes in the new Community Services Training Package, in 2010 the ACT AOD minimum qualification will change. The sector is in the process of conducting policy development with the support of the National Centre for Education and Training on Addiction (NCETA).
